At 2:27 am officers observe a man stumbling while walking, screaming, yelling, and singing after exiting the front doors of a tavern. The man then dropped his car keys multiple times trying to unlock his car door. The man then urinated on his own car tires while singing rolling, rolling, rolling on the river... The man finally entered his vehicle, started his vehicle, rolled down the window and made pig noises while pointing at the police watching him. The man was pulled over 1 block away. The police gave the man a sobriety test, the man passed all tests with flying colors. They then asked the man if he was drinking tonight, the man simply replied no, and informed officers that he was the designated decoy tonight.
