There was someone in my hometown that set up a Halloween decoration kinda like that. Had an old junk lawnmower and a dummy set up by the road with the lawnmower on looking like it ran over the guy. even had a beer can in the scene LOL. Got 911 called a couple times. We had a guy around the corner from me that did something similar only with a car. Was there a couple of days then it was taken down. Not sure if he was made to or what, but was pretty neat while it was there!!!
